Offhand, I think the Army's definition of what constitutes a light wheeled vehicle (anything less than 5000 kg) and heavy wheeled vehicles (anything above 5000 kg) stems from the types of vehicles in the Army inventory. Every wheeled vehicle in the Army above 5000 kg in gross vehicle weight is bound to be a special-purpose vehicle that requires some sort of additional specialized training, whether it be in cargo handling and logistics (FMTVs and HEMTTs), tactical driving (such as in the case of MRAP vehicles and wheeled armored vehicles like the Stryker), or artillery (such as in the case of HIMARS trucks).
I really think it's this more then anything. I don't think the military driver classes follow the same as civilian.
Think of it as a Taxi. You need a liscense to drive a taxi. But anyone could get behind the wheel of one to actually physically drive it. Same with a forklift. You need a liscense by OSHA because there are more things to consider then just driving it, there's safety of yourself and others, handling the material on the forks well driving, when to put the forks up or down, etc..
So maybe using weight as the classification is what makes it harder to understand? If said that Lifeline could drive any military vehicle that is non-special purpose (unarmored Humvee) would that be better?
I see military vehicles has being special purpose (transport, combat, emergency, etc..) and non-special purpose (get-around-the-base, etc..). The military does it by weight, which does make sense, but maybe it'll be easier to grasp why the lighter weight classification if was done by purpose?
