Offhand, I think the Army's definition of what constitutes a light wheeled vehicle (anything less than 5000 kg) and heavy wheeled vehicles (anything above 5000 kg) stems from the types of vehicles in the Army inventory. There's really a limited range of wheeled vehicles for soldiers to train on and to use. On the one hand, you've got the HMMWVs, the Army's general purpose transports, which max out at around 4800 kg at the heaviest (the up-armored versions) and which just about anybody with a driver's license can drive with a minimal amount of familiarization. The next lightest wheeled vehicle in the standard Army inventory is the M1078 standard cargo truck, which weighs about 7500 kg dry. It makes sense for them to draw the distinction between "light" and "heavy" at 5000 kg because functionally, that's where the division of the user-base is. Every wheeled vehicle in the Army above 5000 kg in gross vehicle weight is bound to be a special-purpose vehicle that requires some sort of additional specialized training, whether it be in cargo handling and logistics (FMTVs and HEMTTs), tactical driving (such as in the case of MRAP vehicles and wheeled armored vehicles like the Stryker), or artillery (such as in the case of HIMARS trucks).
