Stuff like that. There are political undertones and racist undertones, in so much as the "leaders" use those undertones to help push their message forward and recruit people.

You take that worldwide and you get Cobra.
They can't be political, that would lose a large chunk of their recruiting power worldwide. They're more "standing up for the little man".
Those are some very great points. Well argued, too. I do feel that Cobra was initially designed as generic Hydra/AIM type of one-dimensional comic book villains though (almost caricatures of Hydra, in many respects... which wouldn't be a stretch considering the SHIELD/Fury Force link), and it was only about 10 issues or so into the original comic book run that Hama started fleshing out their motivation and made them more interesting than anything Marvel has done with Hydra in the 40 or so years that they've been the template for comic book terrorist organizations.
