A question about selling out and stocking

So we hear that toys aren't big sellers anymore, that video games have pushed them out, and of course that is true to an extent.
But why is it that I have to search the better part of my state for Joes, and often come home empty-handed? This seems to me to be a sign of high demand. Obviously, they are in high demand enough that people will go searching for them, and that they are consistently out of stock.
So why don't stores order more? Or restock the shelves? That just seems like business sense to me. If you're consistently shorthanded of product, you should order more cases. If you can't keep a hot item on the shelf, you should stock up.
Does Hasbro not produce enough to meet demand? Or do stores just see pegwarmers and think it isn't worth ordering new cases? Or is it that Joes don't sell enough to warrant significant attention/employee time, creating a false image of demand?
Either way, it's something that I've been thinking about for a while. Clearly, people are buying these. (I just came from the Flak/Claw and Stinger thread where people are talking about buying three or four of each- now I know I'll never see them) So why isn't demand being met? I don't notice this problem with other toy lines.
