Obviously Hawk had the longest "tenure", but was he the best?
I'd say Flagg would have been the best if he had lived. He was there from the beginning, formed the team, and dealt with the Jugglers the best (Hawk was too in-your-face, Flagg was more political and I think it got him his way most of the time).
Colton lead the team during a tough time, with the AE-group all going all over the place, and during WW3. He did a decent job.
Rey was just never given a fair chance to shine.
I have to say Colton. He just seems like He demanded the most from his men. He wasn't much in the Marvel Run, but I think there is more to work with there. Still Hawk will always be my favorite.
I use all of them, plus a few others, but Colton is in overall command. Like Austin or Hollingsworth, but at the PIT.
Hawk is number 2 as a Lt General
