Thanks. Weird thing is that I don't know if I love customizing troopers per se myself, when I really think about it. Mostly has to do with my display shelves being beyond full capacity. But I can't help taking an idea (a concept, a fix, and alternative) and going the full distance on it (including the photos).

Blueshirt, sorry I hadn't replied for a few days--I was waiting for your reply/clarification, and totally missed it. So shoulders and elbows, and the stuff I do...
To start, personally I never use my dremel for any type of figure surface work--only for head peg drill out (which I do quite a lot).
First, I might do a test of arm performance against rub. I'll slap a coat of light coat of paint on the joint, wait less than a minute, then start moving the arm back and forth--to see the extent of the problem. Sometimes, the test is being lazy and painting the figure without joint paint rub paint, and paying a penalty for it soon after (but waiting to fix when I've got the time and the right mindset).
Second, I'll remove the lower arms from the upper arms by heating up the arms (for me blow dryer, 20-30 secs at high), then pull out while twisting and slightly bending.
At the shoulder, I rotate and bend the upper arm back down, so that the underside of the arms is exposed. In this position, we have better access to the bit of the joint that is most vunerable to rub, where the joint usually tucks under and into the lower arm piece. I will take my exacto knife and start whittling that joint down, by carving very thin layers trying to follow the curvature of the round joint piece. I know I won't get full arcs, so I work in medium arcs, then try to blend separate arcs where they meet for a better but rough circular shape.
The cutting doesn't have to be perfect--can finish out with the sanding. Also, don't be too afraid about slicing down the arm piece next to the joint piece at this position, since it is the bottom side of the arm, typically unexposed.
Sanding is done with sanding sticks, similar to these:

, but I get my Fine 240 grit from my local hobby store. I'll take the 240 grit and sand down, working it 6 different angles (up, diagonal, sideways, opposites) for better uniformity. Then I'll take an extra fine grit (in my case an extra fine sanding block) and repeat for a smooth round finish.
Rotate the arm around, and flip, and repeat at above for the other side of the arm. For this side of the arm, more attention is given at the top of the joint, where it slides into and under the torso.
After the cutting and shaving, need to intensely wash the pieces under soap and water. Rotate that arm joint back and forth under the running water to get rid of any crud inside, which might accumulate later and cause rub.
After washing, let dry or wipe dry. Then test again with light layer of paint (emphasis light thin layer, don't try to get it all in one coating, and don't let any paint run inside joint where it could accumulate and dry up and cause rub later). If rub occurs, repeat steps above (hopefully only needed at smaller concentrated areas). If no rub, rotate the arm and repeat for the opposite side of the joint. If good so fare, then apply another light layer, wait a few seconds then test. Repeat until you've got just enough layers that look good.
The process is similar for the elbows. Extend joint to farthest point one way, do the work, then extend the other. Flipping between extents of the joint is also a good test of the paint rub each time, to save time overall.
