If I can use a bit of my own heritage for a moment, and be very Irish about how I answer this question, I'd like to say, "Yes and No."
I think the "Blue Light Group" reference was to sort of give a nod to Delta Force, without actually mentioning Delta Force. I think if Hama had wanted to be explicit about it, he could have said, "Delta Force". However, by using the code name "Blue Light Group", he's able to let us know what he has in mind, without messing with his own Joeverse continuity of G.I. Joe as his own version of Delta Force.
As for Falcon compared to Flint. I honestly see them as very different characters. Other than they both wear a beret, I think their differences should be apparent.
Falcon is an Officer. As a Green Beret, that would make him an Alpha Team (A-Team) Leader. A Special Forces A- Team is made up of 12 Special Forces Soldiers. Falcon is from North Carolina, and West Point is never mentioned in his file card. I always figured him for a Tar Heel. UNC in Chapel Hill is a great school and has a very good Army ROTC program. His education is, of course, a matter of pure conjecture.
Falcon speaks 4 languages other than English, is trained as a medic, and came to Special Forces, as a second generation Green Beret, as an Infantry Officer... which means he's at least Airborne Ranger qualified, but most likely Air Assault qualified as well.
Now to Flint...
Flint,(and again this is conjecture) may have gone to an Ivy League or Ivy Caliber school. He studied Classics and English Literature and received a Rhodes Scholarship, which means he most likely has something akin to a Masters' degree from Oxford University. Yet for all his education, Flint enlisted in the Army, into the Infantry, and completed Airborne, Ranger, and Special Forces School.
His language proficiency isn't revealed, but as a classics major he would know Greek and Latin (which would give him a working knowledge/ understanding of the five romance languages) and would be required to know at least one modern language... possibly French.
Once in Special Forces, Flint attended Warrant Officer Flight School so he is a helicopter pilot. As a Warrant Offficer in Special Forces, he would serve at an XO (second in command) for an Alpha Team, and would take over as the second team leader if the 12 man team needed to split into two groups. Flint later picked up expertise in Explosives/demolitions, and attended HALO training... and arguably sniper training (Sigma 6, and DDP-WWIII). He also may have some additional expertise in Hand-to-Hand combat.
In my opinion, Falcon would make an excellent Team Leader and Flint would probably be an excellent Team XO. I imagine that they would work very well together, and that their different strengths would complement each other. However, I don't see them as interchangeable. There are certainly Joes with similar specialties that I do see as interchangable - Leatherneck and Gung-ho; Torpedo and Wet-Suit; Mainframe and Dial-tone.
But Falcon being an Officer makes him a lot different from Flint.
