Now they did play with scale in the past, but the related media was also not very successful. Even if the toys are good, you still need the show/movie to well also for the line to have longevity.
A difficult thing though is keeping a toy line running, without constant media presence of a tv show, movies, etc, it's hard to keep toys coming. You release new GI Joe along with a new movie for a year or so, but once the hype is gone, you have a hard time releasing anymore toys as stores are busy stocking up on the new current hotness. Paramount wants to bring GI Joe back, they need not only a movie, but they need corresponding animation and other ventures to keep the franchise alive.
They need to evolve the franchise, take it new places, as the old fan base who is determined to have it never leave the 80's will not keep it alive.

The benefit in 3.75/4 inch figures is that you can get vehicles that accommodate those figures. The big draw for me for GI Joe were the vehicles. Going the 6 inch route would be a disaster in my opinion. If you look at all the franchises with 6 inch figures there are virtually no vehicles that add any play value. For me I am personally want Hasbro to stick with the 3.75/4 inch scale so we can get upgraded jets and tanks and possibly bases.
