The point solosam made about the “give” in the seats makes sense, but still the floorboards are too shallow and the steering wheels are too low. 1:16 cars work well for Joes but are hard to find. Perhaps 1:18 die cast is not true 1:18?
Take also into account that 1:18 scale or 3,75" is now 4" because times have changed and figures have grown larger.
(As a note, the original Luke Skywalker figure from kenner was 3,8" so even at that time "real" scale wasn't a thing)
Also take into account aesthetic, some figures have a more cartoony approach to them, making heads, hands or feet exceedingly large. Or by comparison they are heroic in their measurements, thus will not fit under the steeringwheel.
1:18 scale action figures would better be described as approximately 1:18 scale figures to avoid confusion.
And the whole 3,75" thing has to go, figures are 4" these days.
