I see the 2T Stalker as the nearest real life vehicle to a HiSS. No, it is not a tank, it is a High Speed Sentry...a light, fast vehicle that can reach a point of engagement quickly and unload its firepower. It can carry personnel, but not in any capacity equaling an APC. These troops provide security for the vehicle itself and for scouting.

This sounds pretty logical, but let me bring another idea to the table: That this particular HiSS was designed to fit inside a transport trailer or shipping container - requiring it to be narrow and...as a consequence...taller to make up for the lost volume. This way, they can be moved around covertly
Personally, I really love the HiSS V tank! It is (IMHO) the best looking vehicle produced by Hasbro for GI Joe. It has a really high-tech look that could actually work. As a really lightly armored vehicle, it's narrow profile and ability to engage from a hull-down position makes perfect sense.
For transport, it can be broken down into three large components. Two track sections and the hull.
By extension, I see the Retaliation HiSS as a compromise of the Mk.V. Attempting to improve the firepower on a chassis never designed to carry it. The turret holds a short barreled, large bore cannon - not unlike the 152 mm gun/launcher used on the M60A2 and M551 Sheridan capable of firing a low velocity shell or guided missile. This is backed up by a pair of Vulcan cannons with a limited ammunition supply.
