All the AF guys who were based on US Joes are either exchange officers or citizens born outside the US in my 'verse.
There are quite a few instances of ex-US personnel serving in UK / Aust / NZ special mission units and vice-versa. Although it's more prevalent among the Commonwealth countries, I've read a few biographies where the author acknowledges an Ivy League dropout serving in the Special Boat Service, an Ex-SEAL in the Australian Commando Regiment, an ex-Para serving in Delta etc.
A friend of mine was a US Recon Marine who married an Australian girl and served with the Australian Commando Regiment (he's now a Private Security Contractor). Heck, as part of my job I met an FBI HRT member who was on exchange with the SASR. I didn't know they had exchanges with law enforcement but he said the arrangement had been in place for almost 20 years.
Oops rambling.
The Action Force characters like Eagle, Skip, Stakeout etc are Action Force. There were so many red shirt characters that I just don't need to add characters like Action Force Flint, Lady Jaye etc.
There were some great one off AF characters like Porcupine, Nightingale, Shotgun, Crow, Pike and Wildcat.
