I think targeting for HEATs makes them either useless or too powerful (depending on whether they find their target), so I was thinking of troops with lighter heavy weapons. Though I guess the problem still remains: either they find the target and there's a direct hit or they're just "shining flashlights".

Yeah, especially since I see Joe as essentially an offensive unit. What shorelines do Joes need to defend? I see this guy sitting around Miami Beach waiting for an air-attack and Cobra ruins his day by coming in by boat...

I know, but seeing as I don't own any Cobra aircrafts they're getting kinda bored.
So I'm wondering if a Joe with AA training can serve as an AT troop or whether they require completely different skill-sets?
