I've used Armor All wipes on my black vehicles and haven't had a single problem. It's basically a Karate Kid/Mr. Miyagi thing... wipe on -wipe off.
I haven't tried the baby oil trick yet... I will try that soon. It seems to have the effect I want by refreshing the plastic.
As far as the color under the decals, it's a problem. My 1983 Headquarters is the same way. I removed the big GI Joe sticker from the front because it was dirty and crooked, but now you can see the outline of the original decal on the plastic. You can try the peroxide trick, but a lot of people have claimed it only makes it yellow faster in the long run. I personally don't care about the coloring because it's just part of having an old toy. They fade. However, no matter what, a new set of decals does make a difference.
I wouldn't use armor all on anything vintage. I've seen that shit dry out and crack car dashes so I'm out on using it on vintage toys. Best bet is to get a water based vinyl, rubber and plastic protectant. I use a product called VRT made by Adam's polishes on my cars. It won't last as long as AA but it's also not going to dry out whatever you put it on.
