I have always assumed that once a Joe candidate becomes a Greenshirt they have go thru alot of qualifications to graduate into full Joe status.

I understand the point you're making about the distinction between being Ranger qualified and actually having served in the Ranger Regiment.
The only Joes who have served in the Regiment, that we know of, are Duke, Roadblock, Beach-Head, Rampage, Skydive, and possibly Flint.
The others could have possibly served in the Regiment, or are simply Ranger qualified. It's an unknown. However, if any soldier earns his Ranger tab, it is correct and appropriate to refer to that soldier as a Ranger.
The only Joes who have "Ranger" listed as their job on the Joe Team are Stalker, Duke, Beach-Head, and Side Track v2 - or at least I think that's all of them.
I think this discussion is primarily about qualifications, or at least it is for me. If you were organizing your Joes into different Infantry units, you might want to have some idea of their qualifications.
Concerning a "pipeline" program for the Joes, I couldn't say. Obviously Airborne qualification makes sense, but it may not be a requirement for the Joe Team... is Cutter Airborne qualified? Was v1 Shipwreck Airborne qualified? It seems that the file cards give us specific information and it might be overstepping what was intended to just assume too much about the Joes' training.
In every occasion that the training has been shown, in the cartoon or the comic book, the training is always done "in house". There was never any indication that the Joes received Airborne training after they joined the Joes as greenshirts. It's certainly not a bad theory. It makes sense; all Special Operations soldier have to be Airborne qualified. I just think that G.I. Joe may be unique. It lets certain soldiers have certain specialties,and others can do other things.
As I read "G.I. Joe: Declassified" I see that many of the Joes were recruited not just because of their qualifications, but because of some special skill they had. Some Joes come to the team because they are very qualified: Flint, Claymore, Falcon, Duke, Stalker, etc). Other Joes are on the team because they have a special skill or talent.
It helps me classify my Joes. These guys are straight "leg" Infantry - they go in this unit. These guys are airborne qualified - they go in the Airborne Infantry unit. These boys are all Rangers - they go in a Ranger Detachment. These guys are all SEALs - they have their own unit. These guys are all Marines - we'll have a Marine Corps unit on board the Flagg.
That's just how I do it, but it works for me.
