An actual brigade is 5 Battalions... I doubt anyone has that many Joes.
But I doubt you're talking numbers, how did you mean it?
I was referring to one's personal perception of GI Joe as a realistic unit, not the organization of one's actual figures. Because I like to combine various assets--armor, aviation, artillery and the USS Flagg--I envision the Joes as a much larger organization, with several air wings, a carrier strike group, an infantry division (with at least one combat aviation brigade and a heavy brigade combat team) and a mixed brigade of special operations forces that includes a SEAL squadron, a Special Boat squadron, a Special Tactics squadron, an MSOB, a Special Forces battalion, a Delta-ish "CQB" squadron and at least one Ranger battalion. In otherwords, my Joeverse is kind of a miniature hybrid of the entire US Armed Forces.
So I was wondering if anyone had a brigade-sized unit called Steel Brigade in their fictional universe.

My guess is, if you count all the greenshirts and possibly support staff, it would be at a battalion level in the Army. On the other hand, the nature of its secrecy would mean a higher level of command would better suit it. They wouldn't want to have too many superior units snooping through their business, after all. It's a joint force, but its origins and bulk were/are Army. The O-13 is squad-sized, but I see it as having been piecemealed together in the beginning, and not officially part of any unit until it proved to have a steadily increasing roster.
True, if you're simply looking at the actual Joe characters themselves, then they barely make up a company, but if you include greenshirts and other non-named Joes and consider the fact that they have tanks and Skystrikers, then the organization gets much bigger. I always figured that Hama's Joes were at least a brigade-sized unit of combined arms, which helps explain Hawk's initial O-6 rank.

It is a battalion / company sized unit.(Depending on which version of my Joeverse)
The first 'company' is made up of scientists who've helped the Joes in cartoons / comics. The second is made up of military and law enforcement professionals they've met and the third are ex Joes or green shirts. For example, Grunt joined the STEEL Bn when he left to attend college and Checkpoint, Rook and Red Zone were ex Green Shirts and STEEL reservists who got bumped up to the Joe team proper when they went back to active duty. As for how it works?
It works kind of like the old Global Frequency comic. The Joes are in a North Korean bunker and are exposed to a weird virus. They need an antidote fast so they call up an expert they've helped in the past, like the Iranian who created the Death Angel virus and he is flown in to help Air Tight with an anti toxin
Or the Joes hear of a crisis in rural Nebraska. Even with a biz jet they're an hour out. Hawk alerts the nearest STEEL agent who is a farmer, local sheriff's deputy and ex Marine Sniper Laszlo Brodsky (from a Special Missions issue)
I use the PITT commandos as a Recapture Tactics Platoon.
Cool. They sound sort of like a reserve SOF.

The rest of the Joes are made up of various Green Shirt and Steel Brigade units. Steel Brigade handles the Security and would be the main force used in say retrieval of various assets. They are in themselves Special mission capable.
Green shirts are the logistics and drivers, and such other more menial tasks. But also the Crewman for Tanks, and Artillery.
Marine Expeditionary Unit - Wikipedia, the free encyclopedia
I figure the SB get codenames too, but the only way I can rationalize the "Brigade" moniker is that it has other units deployed around the world but the Joe Task Force has it's own contingent assigned to it.
I would guess there would be a small company of Steel Brigaiders with the Joes. Only so I can explain the various styles of uniforms. I use the same ones as Oliver does led by Steel Brigade Commander(0-4)
Usually the handle Urban Assualts as it would seem appropriate for their dress.
Do you see them as a Ranger-ish type of light infantry, Loose, or are they even more specialized in their missions?
