The helicopters, I think I can make work. Even small police departments and fire departments can have one or two small utility helicopters and they don't require an outlay in manpower and resources that outstrips that of the rest of the department.
It's really just the fighter aircraft that doesn't readily fit into the picture. You only ever see permanent pairings of fixed-wing air combat units and ground combat units in the Marines, and that's at the MEU-level (when you're talking about combined arms units that number upwards of 2200 personnel). It's only at that scale of operations that the cost of having an "organic" fixed-wing aviation unit within a larger organization becomes reasonable. Any smaller and the fixed-wing aviation unit will probably take up the bulk of the resources of the organization it's supposed to be a part of (since the cost of maintaining similar-sized aviation and ground combat elements aren't on the same "scale")... or in other words, once you go smaller than an army brigade combat team (3000+ personnel) or an MEU (2200+ personnel), the organization being supported by the aviation unit stops being a combined arms combat unit, for all intents and purposes, it becomes a combat aviation unit that just happens to have a bunch of ground pounders attached to it.

The funny thing is, the military establishment actually had something along those lines, an initiative for "jointness" that extends beyond the usual side-by-side interservice cooperation. It was called SOCJFCOM (Special Operations Command Joint Forces Command) and formed some of the basis for my original GI Joe concepts (the shoulder sleeve insignia I used was basically a reworking off of their own insignia, as a nod to their serving as an inspiration for the whole concept). SOCJFCOM wasn't JSOC and it wasn't a part of USSOCOM. It was a "warfighting laboratory" so to speak, that operated under USJFCOM (United States Joint Forces Command) and tried to develop joint special operations forces doctrine, and then taught what they learned to USSOCOM's JSOC. But as time went on, it became increasingly clear that SOCJFCOM's parent Combatant Command USJFCOM was redundant and ancillary (since at present, all the other Unified Combatant Commands and DoD agencies work well enough in a joint environment, without a separate functional Combatant Command telling them how to do it) and just a few days ago (May 2), USJFCOM was formally disestablished and SOCJFCOM was absorbed into USSOCOM and renamed SOC-JC (Special Operations Command Joint Capabilities). I have no idea what function they'll serve there beyond being a place for all the former SOCJFCOM people to stay and get paid while the disestablishment of USJFCOM continues, but I imagine SOC-JC will itself eventually be absorbed within the existing JSOC architecture once they figure out how to divide the billets and whatnot.
