I've got to agree, whether SE was supposed to be a ninja in the historic sense of the word or the more likely 80s incarnation of a super martial artist (and therefore called a ninja as they were cool), he was always portrayed as being a master with the sword (and none too shabby with open handed techniques let's not forget.)

Some people are naturally better than others though of course practice always helps. To me Budo was a skilled swordsman, but SE is out of his league. I would guess that 2-3 years of constant training at the age of 20-odd would probably be at least as good as hobby training for a longer period and from a younger age.
I should add that once the fundamentals are known, it probably comes down to thinking time & training time to actually try to move towards mastery, and in this case I suppose SE is ahead with both more training and thinking time due to simply being older than Budo (and having learned earlier chronologically).
Of course if we want to compare historically accurate Ninja and Samurai (in so much as we know anything much about Ninja) we could consider the historical background of the Samurai which indicates that they were not all master swordsmen, but just good enough to get by (or not). With this sort of background, whether SE is a Ninja or just any other type of martial artist is pretty much immaterial, he is quite simply portrayed as being very good, and especially good with a blade. We don't see anything showing that Budo is particularly good, but we presume that he must be reasonable to get away with wearing Samurai armour in the field.

Well C. List really, Budo got almost no "page time" in the Marvel comic other than issue #82 "Weeding Out", though that's not necessarily anything to do with his fundamental skill. It was nice to see his re-appearance in the DevilsDue comics
