It's more likely that the tactical or recovery team is divided into subteams of the same specialty, instead of having them mixed together in one subteam. IIRC, the common manning doctrine across a lot of non-infantry/non-combat maneuvers (where the base unit is the two-man fireteam) specialties is a minimum of three people in the same specialty in a group tasked with a common goal or mission. PJs for instance, ideally work in teams of at least three: two guys whose primary responsibility is to give aid, one guy to serve as security and do other things in support of the team (driving the vehicle, operating the man-pack radio, provide assistance with field-expedient medical/surgical procedures, serve as navigator/point man, etc.). SOWT/TEs are built up the same way (two guys to do the major meteorology stuff, one guy to do all the other things).
