There's no way an ensign would command a SWCC detachment except in the most dire manning situations. Think of the ensign as the Navy's version of a second lieutenant... sure, he nominally outranks the CWOs and the CPOs, but his main job is to learn the ropes of command from more senior officers, and not get in the way of the chiefs and the sailors in their day-to-day operations.

The responsibility of commanding a SWCC detachment is covered under the "Officer-in-Charge, Combat Craft" (NOBC 9273) billet, meaning that it isn't a distinct or separate "job" from commanding non-SWCC riverine or coastal patrol craft and/or detachments.
In theory, that means just about any officer who works with combat craft (i.e., an officer in the Surface Warfare, Special Warfare, or Special Operations programs) is eligible to become the OIC of a SWCC detachment, so long as they meet rank/experience requirements specific to the assignment. While it's not a formal requirement, many small/combat craft detachment (SWCC and non-SWCC) OICs are eligible for the award of the officer's Small Craft Pin (a.k.a. Small Craft Officer-In-Charge pin). To earn the officer's Small Craft Pin, the officer should be qualified at every watch station on a combat craft and be qualified as a combat craft Watch Officer. Note however, that regulations don't specifically say that the officer should have earned his Small Craft OIC qualifications in the same type of combat craft as the one he is to be in charge of, so it's certainly possible that an officer who earned his Small Craft OIC qualifications on a Cyclone-class patrol boat (which used to be NAVSPECWAR's primary vessels) could later find himself in charge of a Mark V SOC, NSW RIB, or SOC-R detachment. Also, in certain situations, officers can receive the Small Craft Pin even if they're not qualified on small combat craft watch stations: an officer who already holds the Surface Warfare Insignia is automatically eligible for the award of the Small Craft Pin if he is assigned to a unit that operates small craft such as riverine or coastal patrol boats.
What you'll find in practice though is that many SWCC detachment OICs come from a Special Warfare or (rarely) Special Operations background (many of them previously held SEAL Officer, SDV Officer, or EOD Officer billets or in the case of CWOs or LDOs, they "came up" from NAVSPECWAR-associated enlisted assignments).

The OIC of a SWCC detachment doesn't normally serve as an NSW RIB, SOC-R, or Mark V coxswain (or engineer or gunner for that matter), even though he is most likely qualified at manning small craft watch stations. If an OIC is on an NSW RIB, SOC-R, or Mark V, he is sometimes nominally designated as the craft's "boat commander" if he is qualified for that particular watch station and if the craft requires that station to be manned... although chances are the senior enlisted crewman already serves as the boat commander. More often than not, the detachment OIC is a "passenger" (for lack of a better term) in one of the small craft under his command and is not a member of the working crew (which, in smaller craft like the ones used by SWCCs, is almost always composed entirely of enlisted men).
Try to think of it in comparable Army terms: the leader (a first lieutenant or junior captain) of say, a US Army Stryker recon platoon doesn't pull "double duty" as a driver or vehicle commander when he gets inside one of the platoon's Stryker armored vehicles. There are already enlisted crewmen who are assigned those tasks in that particular vehicle (besides, it doesn't help for the platoon leader to be distracted by driving or navigation duties when he likely already has his hands full planning and leading platoon activities).
The confusion with boat detachment OICs serving as coxswains/helmsmen when they're on a small craft under their command likely comes from the colloquial term for the Small Craft Pin which many of them have... it is commonly called the "Coxswain Pin" in informal contexts.
