it's meaning really is not open to interpretation, though. the term army building arose in the toy community from the practice of buying multiples of a troop building figure and using them as an army in display or play. that is what army building means. it may not be in Webster, but the term has a history based on a specific practice. that can't be changed and is not open to interpretation.
multiple MOC figures is not the same just because they share the similarities of multiple figures of a troop building type because there is one more aspect that defines the practice -- utilizing the figures in display or play as an army. by that logic, I can also expand the definition of army building to my Joes, which although I have only one of each, are arranged as an army and individually are troops, because that too, only adheres to one specific aspect of troop building but ignores the others. the dynamic is the same. unfortunately, both examples ignore the entire meaning of what army building is.
like I said, this has nothing to do with anyone who buys multiples of troop builders and keeps them MOC, I couldn't care less what you do. army building is the same compulsion as buying multiples to keep MOC, so the purchasing practice is the same. but army building has as much to do with the purchasing practice as how they are used; you can't eliminate one and still say it is the same. what I am talking about is that in the MOC case the term is being used incorrectly and has a meaning differently from how it is being used. sure, both are a compulsion, but army building means more than just owning multiples of one particular figure.
