No not all, tho most of the adults in Civil Air Patrol had their single engine aircraft or helicopter license and were former military or current law enforcement. The teenagers were Cadets, sorta like Jr ROTC. Civil Air Patrol is an Auxilary of the Air Force and was created in 1941. To help with Search & Rescue, public safety at Air Shows, radio classes, first aid, using equiptment to find blackboxes. To increase in rank you had to take a test about aircraft history and certain fields, run a mile in so many minutes and log hours in a plane and in order to be a Cadet Sergeant (Sr Airman) you had to experience a night flight. A Cadet Officer's requirement was a week at the Airbase. We had 2 Squadrons here in Wichita during the 80's. One met on the north side of town and the other one met near the AFB. The cadet teenagers that had 2 years of "service" had an option of entering any of the armed services starting at paygrade E-2 into basic (Pre-1990). Not sure of the role of Civil Air Patrol now after the 9-11 world.
I remember in the 80's doing several simulations where we spent all day at an airport and the field. Like a day in the Air Force. One time During FLAG DAY 1987, we went to an Airport around Kansas City area, the briefing started like any other windspeed, weather conditions, then the seriousness changed, the Wing Commander stated we were getting reports from Washington of drug traffickers using Cessna single engine planes and that the Air Force was downing these aircrafts and needed assistance in search & seizing these men and aircraft. So my first assignment was in an old Air Force ambulance converted for radio duty. To find the aircraft using what looked like a UHF attennae affixed to a handheld box on frequency 121.5 with the use of Helicopters and light planes and ground vehicles via radio, smoke and hand signals modes of communications, we searched for these planes that were forced down. After our sixth "rescue" assignment, MSgt Beeson and I was a Tech Sgt at the time was called and swept away from our Squadron for our next assignment, taken to apply injury makeup and we rode in a truck to the middle of No-where, Kansas with a few pieces of Cessna aircraft parts and a black box. We sat around waiting around for our 'rescue', ironically talking about GI JOE, MASK & Iron Eagle.
After our "RESCUE" I spent the rest of the day at Headquarters doing "GO-FOR" jobs. One of my favorites jobs was the origin of my screenname/codename: I was a runner working in conjunction with the tower TAKE-ingDOWN tail numbers of Aircraft taking off and landing for visual confirmation of which aircraft was in the air, to relay the information of 'Friendlies' to the Air Force. It was awesome for a 14 year old.
So I consider Ripcord and Slipstream were Cadets as teenagers in the Civil Air Patrol. I never heard it referred to as Junior Civil Air Patrol, tho maybe some places it was.
