Ah, I wasn't even thinking about how high the HALO jump needs to be, but rather that the service ceiling of a C-130 is only ~30k'

True, I suppose it comes down to whether the location in question can actually be approached by anything other than an aeroplane (terrain and range) and whether the aeroplane can land or not. E.g. the SBS/SAS/bomb-disposal team who parachuted into the middle of the Atlantic in 1972 to RV with the QE2 to deal with a bomb threat.
