Yeah, in the 80's it should have been black. But I chalk it up to the long list of improper beret colors that the ARAH Joes had. In fact, Lt. Falcon may have been the first figure to have the correct beret color based on his file card's qualifications.
However, with the 25th figures, Khaki/sand would have been the most appropriate, especially considering the big 75th patch they painted on his arm.
The other possibility is that Beach-Head is a Ranger qualified soldier who is serving in the 82nd, or the 173rd. He would still be considered a Ranger. I just don't think that theory makes the most sense with the 75th patch on his arm. Although, that patch is completely made up... the real Ranger Regimental patch looks like a black scroll.
So with the new Sideshow figure of Beach-Head, they should have gone with a khaki/sand beret... but as we've mentioned several times on this thread: Beach-Head's convention file card (Tiger Force) lists him as an 18B... so really, he should just have a green beret as well.
