Just from the ending, I'd say Monev is a Slavic surname. As for a specific country of origin, it could be any of the Slavic states/nations/regions (Russia, Ukraine, Bosnia-Herzegovina, Bulgaria, Belarus, Serbia, Croatia, parts of Poland, the Czech Republic, Slovakia... ). The most prominent Monev I could find was a "Simeon Monev," who's apparently an Olympic pentathtlete from Bulgaria.

Lots of people seem to like Sideshow's GI Joe offerings, but speaking as somebody who's been following the 1:6 toy community for years, I have to say that they are over-priced compared to what else is out there, especially when you consider that the GI Joe figures aren't based on real people, so there's no likeness licensing cost. To me, the GI Joe Sideshow figures are almost as poor a value as the Medicom RAH figures: They're nice at first glance, but when coupled with how much they cost relative to similarly detailed and articulated figures in the same scale, the overall perception of quality goes down a bit.
Don't get me wrong... Sideshow's done a fairly decent job with most of their GI Joe figures (Prometheus base body with its odd proportions and outdated articulation model notwithstanding), but there's no way I'd fork over $110 US+ for one of their GI Joe figures. Contrast Sideshow's GI Joe figures with, say, Hot Toys'
DX series Joker
. The Joker figure retails for anywhere between $150 to $180 making it appear more expensive than Sideshow's GI Joes, but when you consider that the DX Joker is practically two figures (a regular Joker and a Joker in a police disguise), has more articulation (including moving eyeballs!), better proportions, is an accurate licensed likeness of a character as portrayed by a specific actor, and is sculpted by the toy industry's consensus leading likeness sculptor (South Korean artist YULLI) and painted by one of the best figure painters around (JC Hong), it becomes readily apparent that Sideshow's 1:6 GI Joe figures aren't priced nearly as competitively.
