Nah. Phoenix Raven is more like a cross between a SWAT team and the Marines' FAST (Fleet Anti-Terrorism Security Teams). They're not considered SF (Special Forces) or SOF (Special Operations Forces), although I've seen them informally referred to as SOC (special operations-capable) in some contexts. Compared to other military law enforcement units, yeah, Phoenix Raven security forces are probably one of the most extensively trained. In terms of firearms training and combat tactics though, they don't really learn more than your standard Army infantryman or Marine rifleman... actually, I think that's the easiest way to think if them, they're basically MPs who are cross-trained in infantry tactics. It's the tailored countersniper training, more than anything else, I think, that makes Phoenix Raven (and USAF Security Forces in general) so different from their MP and MA peers (although keep in mind that only a few Security Forces personnel actually go through countersniper/close precision engagement training).
USAF's version of Delta Force and DEVGRU is the 24th Special Tactics Squadron (like Delta and DEVGRU, they are subordinate to JSOC). It's a squadron composed of combat controllers, pararescuemen, and combat weather men.
