I did a little writing for Rolling Stone a while back and self-published a novel last year.

Old advice you'll hear a lot? All writing is revising. Hemingway said it best: "The first draft of anything is shit." Learn to love the revision process.
You don't need a lot of time to write, but what you do need is a set schedule. I used to do 1 1/2-2 hours every morning before work, but after my son was born, it's down to 30-45 minutes. And I think I'm actually more productive now because of the condensed schedule. But do set up a schedule and stick to it. Mine is the same time, five days a week. If I have a work holiday, then I have a writing holiday, too. That way there's no guilt or confusion about whether I should be writing on a certain day or not. Also, I don't write on weekends for the same reason.
And it's never too late to start writing.

I wrote my first book without an outline. I wouldn't do that again. First draft came in at an awful, awful 100,000 words. I finally published it around the 50,000 mark. That's a lot of editing. The one I'm writing now uses a flexible outline, in which the plot and character sketches are thoroughly worked out, but I am not married to it so much that I refuse to change things. I'm happy to report that it's been a MUCH better process, and I know that while I'll go through many revisions, I'm going to end up with a much better first draft this time around.
You've got the right idea about hashing out the story before you write. Work that outline, start a master document that includes the outline, character sketches, timelines, scenery, anything that needs a quick reference. Also, find a couple writers with a good, solid voice and read them like crazy, both before and during the writing process. Gets you in a good rhythm.
