Yeah Oliver it's the Intervention Specialist thing that does it for me. But The HRT training gets done at Quantico too so that explains his Rank better as he would be an officer if he were FBI. Plus there is the fact that it never mentions FBI anywhere on his filecard.
Of Course V2 does:

and now he's an 88M so that means Army.
Yeah, I don't think you're wrong to use him as an FBI agent, especially with the Convention file card. I just think it's an instance where Hasbro really didn't know what they were doing. If they had made him a Captain (and he was probably supposed to be), it would have probably made things a little clearer. But here's my theory why they listed him as enlisted: Captain Grid-Iron. That was the year they brought out Grid-Iron, and he was supposed to be the "leader" character for that batch of characters on the cartoon show. So even though the card art shows Bull-Horn with captain's bars, Hasbro probably wanted to establish Grid-Iron as that year's leader.
